Creating banner at bottom of page

Pretty simple i think, but how do i simply create a 30px in height (and max width) banner at the bottom of my page?

With a bgcolor of blue (or whatever)

By banner i mean just a DIV aligned to the bottom of the page.

By "page" do you really mean "page"? Or do you mean "viewport"? Or "page if the page is longer then the viewport, otherwise the viewport"?

That doesn't actually answer my question. I'll assume you mean "viewport".
