yeah.. i was hoping there was a more simple approach..
I solved the project's needs through another solution.. but would still like to know if anyone has a CSS Image rotate solution... or Javascript

its not an extremely good solution but more an alternate approach:
make all the states of the rotating image into one big image.
now make a hyperlink elements or div the size of the original unrotated instance of the iamge, and on hover, change the position of the background image to give the rotating effect, as a different part of the background image comes into view,
you can google css sprites or 'one background image css hover state'
If you're going that route, I would have to say that CSSplay has better implementations of CSS slide shows and image manipulation. For example: http://www.cssplay.co.uk/m

I believe the answer is no.
It's down to java or use PHP to select random images server side.
Hope someone comes up with better news.
