Seeking software to create wordpress theme
Seeking software to create wordpress theme. Also software to edit existing wordpress theme. I have seen style master css editor being advertise but not sure if this software will allow an easy graphical theme builder where I can create / modify header easily etc.

Not that I know of. There are CSS designers that work for a web page, but the way wordpress works you have different php files for different parts (sidebar, header, etc), and different themes have different files, and they tell you what to put and in what sequenct. The css is just how to format the fields.
I don't know exactly what you need. I guess you need a plug in for a design based tool like Dreamweaver where you can easily make a new theme putting the templating code in your design. So here is what I will suggest
If you use dreamweaver this thing can help. Also if you dont use dreamweaver, I would say its the coolest web development tool on the globe

I just use http://ultraedit.com when I build my themes. It is like notepad on steroids (supports multiple files, color codes key words etc.
