With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? CSS / Jscript Menu not displaying properly

Hi all,
Here is my problem. I am redesigning my company's website. I would like to keep the existing menu which at this moment works fine on the actual site.
On my new design I have at the top a table with some picture and when you hover the picture the menu displays. This works fine but the menu actually is growing my first cell which is supposed to stay at a fixed 100px height.

I have a fist image (blank but with borders at the moment) which does nothign this is normal.
I then have the second image with the fist menu. Look at the table, where it says "welcome"  the borders should be straight under the images.
It is important that everything works fine under IE and Firefox (haven't tested with FF for the moment)
