With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? HTML CSS Horizontal Scrollbar Not Showing in FF

I am having a problem where in Internet Explorer 7.0(6.0??) if I shrink the window width below 1024px it will stop resizing the page and add a Horizontal scrollbar, but Firefox (2.x) it continues to shrink page.

How can I replicate the behavior of IE in FF?

Also, of lesser importance,but seemingly related.
Lets say

<tr>
<td align="left" valign="top" width="40%">Left Side of Page</td>
<td align="left" valign="top" width="60%">Right Side of Page</td>
</tr>
</table>
Where each "td" splits the page into two vertical sections. In IE 7 when I change the width of the IE window/viewport from 1280px to 1024px it changes the width of each td to fit the new viewport accordingly so the left would now be at say "25%" and the right at "75%". Firefox does not and maintains the 60/40 split. Is there a way preferably without Javascript to replicate IE behavior in Firefox?
