how to maintain a layout when browser is resized

Hi

I really dont know anything about web design and css and I have a really basic question which in essence i guess i am asking someone to do for me because I don't know.

I need to create a layout where I have an outer layer which is of size 600 wide by 400 high. This has a layer within it (or on top of it) in the top left corner. The nested layer is 50 wide by 100 high. The nested layer is 100 px from the top and 100 px from the left of the outer layer.

How do i get these 2 layers to maintain their relative positions when the browser window is resized horizontally. I only know about positioning things with tables and absolute positioning and those dont apply in this case. I want to make sure the inner layer always stays in the top left corner.

Sorry for such a basic question but this isn't my area at all and i dont really know what i'm doing.
