Making a div static vertically, adjustable horizontally

I'm looking for an effect like freeze panes in MS Excel, which keeps the header div or whatever visible while the content below it scrolls vertically. I would like to be able to achieve this while centering the whole page. The code below will keep a div completely fixed. is it possible to modify it to modify it so that it will stay fixed vertically, and centered as the window expands and contracts horizontally? If not is there some other to achieve the desired result?
