With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? DIVs inside a DIV - How to make a border that covers the inner DIVs

For some reason, I have to use the given code snippet format!

However, I don't have the texts "Linux Distributions:" and "Web Languages:". They were given just to demonstrate the DIV border. If you remove them, you'll find that the border appears to be just a single line overlapped! Basically, the border of "rows" DIV just covers the texts and not its inner DIVs.

I want to have a border that covers the inner DIVs as well.

Using "min-height" property in the "rows" class wouldn't help as the contents are dynamic and one column may have more than one line.
