Creating a 3x3 webzone matrix with css

In designing a web portal application for a client, they have specified that they would like a masterpage with a 3 webzone x 3 webzone matrix to be used with web parts.  Some web parts can be 1x1 whereas others can be 2x1 and 3x1.
The user should be able to select which web parts to display and where to position them.
