The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? CSS works different in firefox than IE

Hi I have this page. its controlled by css

http://www.globalwindows.info/test1.html

in Forefox the text is at the bottom of the page. In Internet Explorer its where I am expecting it to be in the content <div> tag
