How to reduce size of header in webpage?

Hi:

I am developing a blog for a customer. Please check it out and notice that the header is divided by a small frame which I am not able to adjusted to the header size which is 820px with height 200. The image of the banner is the same size and my css file is set it to same size as well.

Where should I adjust this size to eliminate such frame? My css says 820 * 200 and the image is the same as well. Attached you will find my css code and the header size is specified in #header, line 99
