Any help is appreciated.

I answered the question asked. You wanted to know what the best way to go about doing this was and if it was layers. I even went so far as to show you how to use the z-index and poitned you to another thread where there was a deeper discussion about it going on.
I should get the points for this. question asked was answered. If you wanted a different answer you should have asked a different question as I stated in my last post above.
Guess you can't read either:
"I'm trying to figure out the best way to style this title so that it can change width. I also need the background to be able to rotate so it would not be part of the title."
You grabbed onto the very last sentence where I asked about layers without providing answers to the first two sentences.
If you can't help just say so.
