Vertical Menu for sidebar

Does anyone have a recomendation for a vertical menu for a sidebar in a two column format where the bulk of the menu definition is in a separate file, so that it is on each page in the site, yet the pages all have a small amount of code that calls it in. I do not want to use server side includes

To do that it's best to use some kind of server-side language. If you don't like SSI, how do you feel about PHP?

I would prefer a Javascript solution and not have to worry about server

Menus that require JavaScript to work are more trouble than they're worth. Do you really want to hide your links from search engines and users who don't have JavaScript enabled in their browsers?

Perhaps this should be in the JavaScript zone then?

I am not locked into Javascript I just dont want to do anything server side. My experience is few have JS turned off, and one can give them a link to a separate static page, which also solves the search engine problem. I have heard there are css solututions, and I am even considering an Iframe one

CSS can't add links to a page. It can only style them.  Different languages have different purposes. The purpose of CSS is to control how HTML and XHTML pages are displayed.

I have seen javascript/css solutions but just could not find one that seemed to work. I am going to just use a javascript only one that I have used for other sites
