Jump Menus - CSS friendly

I've used the jump menu in DW but when I test the page in W3C it' says it's not valid. Can I add a drop down just like it that will work...or is there something I can add which will make it valid?
It doesn't like the > after the form.

It's looking for an action inside of the form tag.  Specify an action for the form and try validating again.

Do you know how I can get my navigation to appear in the middle of my nav instead of appearing towards the bottom? It currently looks a bit like below I am using border seperators and a bullet image. I want the text to apprear in the middle of the two lines and not at the bottom.
