How do I refresh a another drop down box based on a selection in another drop down box?

I have two drop down boxes. Both are populated by query output using CF.

The first drop down the user has three selections

1. USA/Canada
2. US Territory
3. Forgien Country

Based on the selection the second drop down box need to be requeried so the proper data shows up. In this case the second drop down box will show the states

1. AL, TX, IL etc
2. Guam, US Virgin Island, etc.
3. XX

How do I code it so once the first is selected the second drop down box is requeried?
