inserting a new record IF table does not already contain it

I have a table which uses a sessionID field as the key. I need to insert a new record during a process SESSION2001 -  IF the table does not already contain a record with the key SESSION2001.

My approach, which does not seem to work, has been to create a record set of the existing table, filtering it with SESSION2001. If SESSION2001 record does not exist, it will return 0. I would then use this to decide if a new field need to be inserted.

This approach involves wrapping an INSERT procedure with CFIF tags. Don't think thats allowed somehow and thats my problem.

Can you offer an alternative strategy ,

I know how to insert a new record using cfquery, but I need to do some testing of the table to see if a record SESSION2001 is already there.

My first thought was to wrap

First off I created a recordset - session.memberID evaluating to 2001

  </cfquery>
 
<CFOUTPUT>#recordset_Trans_test.YTDPurchases#</CFOUTPUT> this is zero if a record with key session.memberID does not exist

I then created a  cfquery INSERT which is wrapped in cfif tags

  '#Session.memberID#'
  )
    </cfquery>
