I remember reading a post on someone achieving this effect in flex and I've dug it back up for you.

If you download the demo source code that is provided you should be able to tinker with this on your own to get the effect looking how you want.
Then once you've done that you can just extend the Panel class to use these functions correctly. It uses a rasterizer to achieve the effect and isn't very hard on the processor.
I remember playing with it a little bit but i was more focused on solid functionality at the time.
