How to activate a button when everthing is loaded ?

Can anybody give me an idea how to make a button active when everything is loaded ? I mean by this that every picture on screen and the background must be loaded first before you can can click one specific button to visit the rest of a webpage.
Can I make a delay in it so that when everything is loaded the user has to wait another few seconds before that specific button goes active ?
Has anybody a (java)script for this ?
