linking within a document, netscape

i have followed html code for linking within documents. i want the links to the sections of my page to take me exactly to the section title eg. irish sources and not below it so the title is off screen(see the code below - the sections are as follows: introduction;gateways;finding articles; research tools;irish sources)  
The trouble is that while this happens correctly using internet explorer but its driving me crazy that using netscape the links take me below the title of the section so the title cannot be seen -
?????is this a bug with netscape

Journals are an excellent source of information. Articles in periodicals (which include journals, magazines, and newspapers) can often provide in-depth and/or scholarly research on some specific aspect of a topic, as well as currency, i.e. the latest news or thought on a subject. To find relevant periodical articles on your topic, use an appropriate, and often subject-specific journal indexing/abstracting service.

Listed below are the major indexes and abstracts, in print and on databases (CD-ROM or via UCD Library's Web page or elsewhere) which can be used to locate journal articles on Architecture, Planning and related subjects:

<b>Architectural Publications on Disc (APId); Architectural Periodicals Index (API)</b><br>
Richview Library has the printed Architectural Periodicals Index (API) from 1965-1996, and also its CD-ROM successor (APId). This CD-ROM database represents the British Architectural Library's (in the RIBA) own subject index. It provides comprehensive coverage of architecture, both current and historical, together with building technology, interior design, environmental studies, landscape, planning, conservation and urban history. Articles are indexed from nearly 400 journals published worldwide. APId also includes citations to books, exhibition catalogues, technical reports etc. catalogued at the British Architectural Library.

While there is some overlap in coverage with the Avery Index, the APId places greater emphasis on British architecture and design at home and abroad. This Library has more of the journals indexed in APId in stock and immediately available.
<p>
<b>Avery Index to Architectural Periodicals</b><br>
The Avery Index to Architectural Periodicals is based on the collection of the Avery Architectural Library at Columbia University, New York, which subscribes to all major periodicals in architecture worldwide.
<br>
The Avery Index consists of a 15-volume main set plus supplements. This set provides access to most journal articles from about 1934 to 1979. From 1979, the Avery Index is available on CD-ROM.
<br>
Major American and British architectural journals, such as Architectural Review, Architectural Record, and Progressive Architecture, have been indexed back to their start dates (last century or early 20th century) The 15-volume printed set consists of a single alphabetical arrangement of entries for authors, architects, subjects, and geographic headings.

<b>Barbour Planning Microfile</b> Use to access lists of references on a wide range of planning topics, and also to access full-text of the references referred to (on microfiche). Documents in the Microfile include legislation, standards, codes of practice and reports from the UK and EU Parliaments, government departments, professional bodies, research institutions, trade associations and technical publishers. Copying facilities are available in Richview Library.

Irish architects, architecture and planning are not well indexed in the above sources. Use the following sources to locate articles and information on Irish topics:

<b>Hayes, Richard J. (ed.): Sources for the History of Irish Civilisation: Articles in Irish Periodicals</b> (Boston: G.K. Hall, 1970) <b>(Hayes Index)</b>
<br>
This is a catalogue of all the articles, poems and reviews (apart from short notices) in the periodicals published in Ireland, which contain material likely to be of value for research whatever the intellectual or cultural activity. More than 150 journals are indexed, ranging in date of publication from about 1800 to 1969. From the point of view of architectural research, the most important periodical indexed is the Dublin Builder/Irish Builder. This periodical is indexed by Hayes from its start date in 1859 until 1903.
<p>
The Hayes Index is available in 9 volumes in UCD Main Library (R016.9415, Level 2) and on microfilm in Richview Library. It is arranged in 4 sections: Persons, Subjects, Places, Dates, with the Persons and Subjects categories forming the bulk of the publication. Entries under any one heading are arranged in the order of the earliest date of publication.
<p>
The Hayes Index can be tricky to use; while, in theory, the same entry will be found in each of these headings (where appropriate), it is as well to check under more than one entry point.
<p>
<b>McParland, Edward: A bibliography of Irish architectural history</b> (720.9415/McP)
<br>
This comprises a list of "serious accounts of the history of important architectural projects undertaken in Ireland between the late 17th and early 20th centuries". It covers items published in monographs, collective works, articles published in non-Irish periodicals as well as those published in Irish periodicals. In this last respect, this bibliography is, in effect, a supplement to the Hayes Index. (See McParland's introduction for more detail concerning the scope and coverage of this bibliography).
<p>
<b>PADI : Planning and Architecture Database Ireland</b><br>
This in-house database covers items published in Irish journals, monographs, newspapers (Irish Times) and ephemera.
