Netscape table not responding to <td> height as percentage

I have a nested table structure (generated by CGI). A main table with 1 row, and 2 cols. Each col contains another table.
The table on the right can have a variable amount of information. The table on the left has fixed amount of information and a fixed number of rows (lets say 5). I want the height of the table on the left to match the height of the table on the right. The table on the right will always naturally be higher than the table on the left.
With IE I can set the the left table like this: <table height="100%"> or I can set <td height="20%">, and all of the rows of the left table will expand equally in height and fill all of the vertical space in the main table's left-hand <td>. Netscape ignores this and gives me 5 squished rows at the top of the <td> and will not expand to fill the vertical space (unless I use absolute values instead of percent).

Part of my specs for this is that I can't use Javascript :{
Is there a workaround for this Netscape "problem"?
How about style sheets (which I know nothing about)?
