-align => CENTER,
-valign=>CENTER,
-bgcolor=>$TableBGColor,
-cellpadding=>5,
-border=>1
What I am noticing is that blank cells (even if they are filled with a space) have a different appearance than cells with content. The blank cells look "raised" while the content cells look "set in". Is there a way I can make all the cells look like the content cells?
Thanks.

try a non-breaking line space rather than just a regular space...
will add it to your cells.
Of course, if you want/need cells that are smaller than that gives ya, you can always make an image thats 1 pixel by 1 pixel, make it your back color of said cell, and drop it into the cell. then just set the height and or width attribute to whatever you want that cell to be.
