Aligning table cells

I can do this in IE, but not netscape...

I've got a four element table:
1 2
3 4

In cell 3, I've got some text followed by a nested table that has a yellow border

In cell 4, I've got another nested table, this time with no text above it, and with a blue border.

My question is, how can I set the HTML such that the bottom of the yellow and blue nested tables are always aligned, irrespective of the height? (In other words, if one expands to fit the contents, the other does the same in sympathy).

Oh.. and the top of the blue nested table should be level with the top of the text in cell 3..

As I said, my solution (<table height=100%...>) for the nested tables works in IE5, but not Netscape..
