problems aligning frames in Netscape 4.x

I have a little project and I want to use frames for it. It should give the same results in Internet Explorer 4+ en Netscape 4+ (I'm currently testing with Internet Explorer 5.0 and Netscape 4.7)

I created something with frames that looks perfect in IE and after a lot of changes seemed to look perfect in NS as well on a 1024x768, till I changed the size of the browser window as it also should perform on 800x600. IE is still perfect, but NS makes a horizontal division line float now, that problem occured more often, but I thought I'd finally found a solution.

The problem is the horizontal green division line. I tried many, many things, extra frames, different sizes, etc. The same problem occurs in the left frame, but it doesn't look that bad.

OK, please have a look and give me the exact solution, no suggestions or other things. You answer should work! Don't give answers like, you can avoid frames by using a table, or something like that. I know I can, but that way the menu and top row aren't on the screen the whole time....
