With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? I want the impossible...

And I think it's not possible...

A have a normal application and this needs to generate a nice report for the user. We decided to use HTML as the report language since it's a very easy language to use. However, I have a few restrictions on this report:
1) It must work on all browsers that support HTML 4.
2) I am not allowed to use Javascripting or other scripting languages.
3) The report file cannot have any dependencies to any other file.

Restrictions 1 and 2 are no real problem. However, I want to put a nice graphical logo and some graphs on top of this report. An IMG tag should solve this, but then I would violate restriction 3: No dependencies...

I want to know if there is a way, without scripting, to include an image into a HTML file without linking to a second file.

Explanation: the report is part of an automated process. The scheduler that calls my report generator just captures the output of my application and stores this as a file on a different system. My report generator has no way of knowing there this report is stored thus it cannot add any additional files to this location. Thus, EVERYTHING needs to be part of this single output file.
