Is it possible to have a drop-down menu ONLY drop down? We have a form with a bunch of drop-down menu placed under an interactive map. If their isn't enough room for the menu to drop down, it drops-ups onto the map. When the user chooses a selection, they inadvertently click on the map (which causes them to zoom in, pan, etc. depending on what tool was selected).
We're using ASP, Javascript, CSS, some DHTML to make the webpage.
Any insight would be great!

You have no control over this behavior. The operating system (and/or browser) choose how to render this control. (eBay does this to embed images and links and etc. in their drop down selects)
