Two ways to set charset for fso using asp:
1. In the fso tag. Example:

TextStreamObject = fsoObjectInstance.CreateTe

In your example "CreateTextFile(XXXX.true,
2. In asp, set the codepage for the session. The CodePage property specifies the character set that will be used when displaying dynamic content. Example:

Session.CodePage = 65001 ' UTF-8 code

First, try my above post. If it still does not work, it might be codepage issues with your servers default language (sounds weird but have happened to me before). If this is the case, try setting the Session.CodePage to your servers default language, for example:

Session.CodePage = 1252 ' American English and most European languages
