Download issue with  HTML files in IE version 6.0.29

I am working on  a web application which enables users to generate reports(with different MIME TYPE like csv,pdf etc..) based on some specific data. Off late we allowed reports to be generated in HTML format. The way the application works is, when the user clicks on the submit button we direct them to a servlet which puts the file contents in an output stream down to the response stream.
That way we force a dialog box that allows the users to either open or save the report.When he clicks on the open button we want to display the report in a new window.
Now it works fine for all mime types except for HTML, where it opens the HTML file in the same window where its is opened from,and this only happens for IE versions 6.0.29 and above which come with SP2 . It behaves as expected for IE version 6.0.28 which comes with SP1.
Can anybody know what could be the reason behind this?
