How do I remove a gap under a button (with an image on it) in an HTML table cell?

In the following segment of HTML, the 'submit' button has a "gap" underneath it which causes the link labeled "Reseq" to appear a couple of lines below.  I would like the "Reseq" link to appear immediately below the submit button.  Any ideas why?
