Image truncate to fixed size in html img tag

Hi,
 
        I have a HTML Image tag which loads Image with fixed width and a variable height.

Inside html Im going to specify height for image and I want to truncate the height.

Is this possible with/without css styles.

Html Image Tag
============
Fixed Width        =>  Specify the same width in Html
Variable Height   =>  Specify a Height & truncate the image in Html

You want to truncate...  Make it smaller or Cut off the top, side or bottom with out resizing?
