how can I force column widths in a table, regardless of a column's contents

I have a paginated table that keeps expanding/contracting based on the current contents of the cells.
I'd like to be able to force the widths and, if the contents of a cell are truncated, show it in a tooltip.

The form is generated by php/mysql query.
