it seems that noone is willing to answer your question, so I did some searching myself. There is some general article on TAPI on the following URL:

Although this win32dev is not kept up-to-date it provides some interresting information.
The article refers to some TAPICOMM application that does what you want. You can find this by connecting to:
http://www.microsoft.com/m
Then select 'MSDN Library Online'. Your have to register before you can access the information, but it is for free and provides a wealth of information (I have the CD subscription of it, so you don't have to be online all time).
When you are in the Library you can search for TAPICOMM. The second returned item is a link to the page where the sample code is available as self-extracting archive. When you are registered you can access this directly at:
http://premium.microsoft.c
The fifth item does about the same, but provides more info on the application.
