What php/Perl/MySQL based content management system/template do you recommend for a site that will be setup by a technically adept person, but maintained by a regular person?

Hello,

I've been charged with setting up a website for a friend, who has only basic computer skills.

I thought that I would use some content management system (it must be php/Perl/MySQL based, due to the fact that that's all my hosting company supports).

The maintenance of the site should be done through a webbrowser, in a WYSIWYG fashion (if at all possible). He probably doesn't require that much flexibility once the site is up and running, and it doesn't need to be an aesthetic/technical masterwork.
