Unable to load MySQL Driver for PHP

I am trying to install MediaWiki on our W2K3 IIS 6.0 web server.  I've downloaded and installed PHP 5.0.2 and during the install, I added the MySQL and MySQLi extensions.  On subsequent installs, I added all extensions.  When I goto run Mediawiki, the website works fine but when I start to set it up, the first error I get is:

PHP 5.2.5 installed Could not find a suitable database driver!
For MySQL, compile PHP using --with-mysql, or install the mysql.so module
For PostgreSQL, compile PHP using --with-pgsql, or install the pgsql.so module

I confirmed in php.ini its not commented out.  Here is the block about it:

In the Windows System Path I confirmed C:\PHP (where its installed) is the first entry.  There are no other php.ini's anywhere on the hard drives.
