On login - display new results

I am building a client intranet and I have a section on the home page where, I have the function below and call it, to display new notifications that client sent to us. The notes that are displayed as you see are stored in the table NOTES. My goal is to try to make them new only, so if I logout and come back in, they will not be there, I am not sure how to add in that check, after the login. Any ideas?

And then do a simple if else for mysql_num_rows == 0, then print "No results";
