Hi I would really like to know how to build my own database for a simple website.

I am familiar with PHP and will probably use a Linux server as I use the CMS Joomla very often.
I am keen to set up my own database that also has got the ability for the end user to add information also.
The plan is to have four searchable fields from the main page of the website. subject, location, start date and end date
From there the end user selects the four options and a list from the database will show up that fits the search.
The database itself will only have about 10 fields to display with a small description.
I would like to be able to upload the existing database which is currently in an excel format, and then have the user add to this database from the front end. (login required).
Can you suggest anything.
It seems like a pretty simple thing to do,and I am family with the MySQL, but never in creating my own database.
Are there any out of the box solutions for something like this.
I would be so grateful for any assistance.
