How can I overcome image pixel size limits when uploading large photos using PHP?

I've searched EE and have found several helpful tips, but none seem to work for my problem.

I can upload files perfectly fine up to 2400 pixels wide by 2400 pixel height, then once I creep over that - I get "The website cannot display the page" HTTP 500 Error

I seem to have no problems uploading a 4MB 2400 x 2400 file or smaller, but I cannot upload a 2500 x 2500 file thats only 400kb without getting the error, so I know it's a pixel size issue.

I've increased all of the following in the php.ini file which has changed nothing.
max_execution_time = 60
max_input_time = 120
memory_limit = 512M
output_buffering = Off <-haven't changed this one

I tried to create an .htaccess file but the website immediately throws an Internal Server Error.
This is what I tried to use in my .htaccess file: Obviously I must not have done something right with it?

php_admin_value upload_max_filesize 52428800
php_admin_value post_max_size 52439040
php_admin_value memory_limit 209756160
LimitRequestBody 52439040

Any idea of what to do next?
