Special characters into Flash from PHP/MySql

Please help, can't load special characters from MySql database into flash properly.
In database (utf-8_unicode) I have for example this word KačiÄ!eva and I need to get this word Ka
ieva into flash.

In php I have tried to put headers on utf-8 and in browser I get the word with right characters, Ka
ieva, but in flash I get KačiÄ!eva, like it is stored in database. Please don't say that I have to change my settings in database (only if it's the only option).
I have tried to put urlencode but it's not working.

I have tried to put  mysql_query("SET NAMES `utf8`"); after the connection and now I get the different special characters but still not the right ones.
