PHP Installation problems with IIS 6.0

I have been trying to install PHP 5.2.5 ISAPI on windows Server 2003 running IIS 6.0 with ASP installed.  The server is a live server handling our libraries web page that is the portal to our cataloging software.  it is also used for scheduling room reservations.  I have followed the instructions from the following two sites:

I have found the info easy to follow, and have verified all the steps as I go that I have gotten the desired results, and yet I still get errors when trying to view the index.php that I create.  In addtion, the installation creates problems for the existing default web page and I have to backtrack and remove each step that I do and play around with the IIS settings to get it to be available online again.
I get 403.2 errors when trying to view the index.php page, and have received 404 errors, Service Unavailable, Windows Explorer cannot view this website, and cannot see the main HTML page using http://localhost or the index.php page using http://localhost/index.php.

The only thing I have seen in IIS that I haven't changed is in the Web Service Extensions I see that "All Unkown ISAPI Extensions" are prohibited but I haven't seen anything that says to modify this.  Any help in this is greatly appreciated
