Cannot install phpmyadmin

I am trying to install phpmyadmin and i cannot login to finish the installation-  i get the following "#1130 - Host 'H157252' is not allowed to connect to this MySQL server"    - I get tthis when i use a browser to connect.

The mysql server is running because i can access mysql using the dos prompt - and in doing so I am asked for the password only  - no user.

I have been trying for days with no luck so any help would be appreciated,   This is on a windows server and php has been installed and running.
