add the following lines in your httpd.conf, add your php (c:\php) to your sytem path and reboot your computer.
your should also run httpd -t (you have added apache to your path, isn't it ?) to verify there's nothing wrong with your httpd.conf

LoadModule php5_module "c:/php/php5apache2_2.dll"
AddHandler application/x-httpd-php .php
PHPIniDir "c:/php"

you should disable these extensions in c:\php\php.ini

;extension=php_domxml.dll
;extension=php_snmp.dll

however you should be able to display a page with phpinfo(), verify that the line  "Loaded Configuration File" really points to c:\php\php.ini

"Ive disabled everything and checked everything."

not sure, there are still a lot of extensions that do not come enabled by default on a default php installation : adt, amf, dom (still enabled) and countless others, do you really need these options ?
there are also some "strange" paths in your phpinfo "c:\php5\PEAR" "c:\program files\php"
you should delete or rename all unused directories and base your php.ini file upon the php.ini-recommended from the same directory.
