PHP upload, How do I set file permissions, Windows Server 2003 IIS

I am running PHP on Windows Server 2003 using IIS.  I have a form through which someone can upload a file, and I want to prevent them from overwriting a file already on the server by using a duplicate file name.  So far, the only way I've found to do that is to set the file on the server to read only.  If I were on a Linux box I could CHMOD the files using PHP after upload, but since it's Windows I don't know what to do to protect the uploaded files.
