IIS 6.0 fluctuating page load times

Hello,

Got IIS6.0 running on Windows Server 2003 and am having an issue with page loading time fluctuating throughout the day.  Has anyone got any possible leads for me to find out why this may be happening?

I've attached an image of a performance graph, you will see the fluctuation of page loading times from 1 second and then spikes of 6 seconds.
