encryption in php

hi there:

i have done a php program which authenticate users on performing functions in certain groups.
userid,groupid and function to perform are provided by user in the url parameter list and passed in to my program to be verified through database. This program will return 1 as true and 0 as false in authenticating.I call this access.php

The thing is now....i will have to let third party software, regardless of what programming language that they use to call 'access.php'
Therefore, for both of these program to communicate...i need to use some sort of encrypting algorithm for parameter passing.

As far as i am concerned...that is i use encryption algorithm such a DES or blowfish to encrypt the url that call and pass in the userid,groupid and function.

I know PHP has mcrypt() function to be used to do these encryption. However, since i am a novice in PHP.and also know nothing much in cryptography...i do not know wat sort of effort should i do in order to let me communicate with the external program that calls my access.php.

How do the external program agree with me a common key ?
How do i get the parameters(userid,groupid and function) from the external program and encrypt it ....
if the file that does the decryption is call decrypt.php.
in this sense...does it mean that user will call to decrypt.php when they pass the encrypted parameters to me...then in my decrypt.php....i will decrypt the encrypted parameter and pass it in to access.php?
