why not use fopen and fread?

Too slow and take too much memory

if this is a unix/linux-box and you have access to it you can create a virtual directory under the web root.,
pointing to the "real" directory in your system that contains the file...

ln -s source target

ln -s /real/path/ /path/under/webroot
