PHP version & postgresql port

Hi,
  I'm a new baby in linux world. I've setup Apache + PHP + PostgreSQL.

  -------------------------------------------------------
  Q1.
    I found that the version display using phpinfo() is not same as
the one I download.
  - PHP I download is the lastest 4.2.2
  - Apache I download is also the lastest 1.3.26

  - But phpinfo() shown "PHP Version 4.1.2"
  - And "Apache Version Apache/1.3.23"

  I'm using RH7.3. Is there anything wrong?

  Q2. I cannot run the lastest php like pg_query()? Why? It is related
to Q1?

  -------------------------------------------------------
  Q3. My PostgreSQL cannot be access through web.
      I try typing "netstat -nltp". But port 5432 is not displayed.
      But I can start and run PostgreSQL in console.
      I know that I should modify some configure file. How to do that?
