must I specifie the SMTP server to send mail?

I'm using a free web host thar suports PHP.it has some restriction.I don't have acces to php.ini and i read somewhere that i need to specifie SMTP server in the php.ini file.
I put this code on my host:

$dummy = mail("my@mail.ru", $subject, $msg, "From: $from\r\n");
if ($dummy == 1) {
       ?><B>Congrats!</B><p>Your message was sent successfully.
} else {
       ?><B>Yikes!</B><p>There was an error.<?
}
?>
and resive this:
Congrats!
Your message was sent successfully. } else { ?>Yikes!

There was an error.
how can i send mail without chenging any settings?
