yylex, I'm using cron jobs on my Windows XP. You will have to download a program. It's called "nncronlite". The lite version is free, and works flawlessly, It can be downloaded here:

It's easy to use and configure, and I'd never go back. I hope this helps!

In WindowsNT or Windows2000 or WindowsXP
Its has utilities called "Scheduled Task" for free and not nessesery to install other program
just create batch file and set schedule to run this batch file
for example,
create batch file by notepad, write your command like this
c:\php\php.exe c:\pathto\script.php
and then save with extensions .bat (ex run.bat)
and then use Start Menu -> Program -> Accessories -> System Tools -> Scheduled Task
dbl click on Add Scheduled Task icon, Schedule Task Wizard will appear, follow instruction of wizard
