BrainBench do excellent examinations (with certification) for a whole range of computing topics. When employing developers I often used this as a gauge of general and specific skills.

Alternatively invite them in for the day (free food goes down well) and set them a small project to develop within 8 hours. Even if they don't achieve the final target it is a good measure of skills and how they work in the workplace. Put them in the office with the rest of the developers (or you) to see how well they get on with the others. Do they ask for help when they need it?
