There's no built-in support for this - you'd need to write a patch for PHP itself. If you're up to it, the function to look at is gdttf() in gdttf.c, around line 791 onwards
php-src/ex t/gd/gdttf .c?r=1.20

All it should require is a patch to tweak the values added to advance_x (bearing in mind that the text may be angled).
At a stretch, you could try to write a PHP function to place each character individually, but it would be difficult because you won't have access to the character width info.
