With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Online Application to PDF

ok here is my issue. my employer is wanting me to take their existing HTML form online application and make it so that when they click submit it stores all the information, makes the information searchable, sends the HR dept a notification. and when they go to get the application, they can print it so it looks exactly like their paper applications.

here is what i have found that would do this, and i know it will wake a lot of time to get it done as I am not the knowledgeable in web design.
1. convert the existing form to PHP
2. make the PHP function write to a mySQL database. and at the same time send an email to the HR's email address.
3. the search function should not be all that hard.
4. us a php to PDF such as fpdf to create an on the fly pdf, or use the existing Excel template that they use to print the applications and use the "export to excel" function. listed here http://www.phpfreaks.com/tutorials/114/0.php and either way it would still be printable.

is this the best way or is there a simpiler way to print the application in the correct format? I would appreciate any input you might have.
